Don't turn our village into a dump

WINCHAM Parish Council has vented its frustration at county and borough officials, claiming they are allowing the village to become a dumping ground.

At the council's latest meeting councillors raised concerns about Witton Albion FC car park being used as a tipping area by highways maintenance firm Kiely Bros while it carries out contract road repairs on behalf of Cheshire County Council.

There were complaints that various types of heavy goods vehicles were using Chapel Street to access the car park with 'complete disregard' of the road's 7.5tonne weight restriction.

Residents reported contractors were operating 'around the clock', seven days a week, causing distress to people living in the village.

There were also concerns contractors are have used water hydrants to fill their road sweepers at around 6am, causing the water pressure to drop and disturbing sediment.

Council chairman Roy Mainwaring said both Cheshire County Council and Vale Royal Borough Council had been contacted to find out if the football club had applied for a change of use to permission but said he had received no answers.

He said: "I don't know who the county council has passed my query on to, it might as well be the man on the moon.

"All we've had from the borough council is a letter of acknowledgement of our letter."

Clr Sam Aspin said: "Nobody seems bothered about it. Wincham is just a dumping ground."

Clr Jim Bate added: "The county council has a duty of care to make sure the contractors dispose of their rubbish to a safe place and Witton Albion car park is not a safe place for it to go with it being near to the Trent and Mersey Canal."

The council agreed to contact both authorities again to make sure there was no planning breach and to write to the council's environmental health department with its concerns.
